ax+y+b=0
y=-ax-b

The point where the line intersects y axis, x=0 => y=-b is the point where the line intersects y axis.

a) b = 5 Sufficient.

b) a = 3 NOT sufficient.

Answer should be A.

Since its intersecting with y axis, x = 0

y + b = 0

1 - sufficient

2 - insuff

Answer - A
