The fight is only between A and C.

Since "surest, easiest, and least expensive" need to be parallel, you can easily rule out B, D and E. Notice the use of superlative degree to maintain parallelism.

Between A and C, A is better because "would begin halting or even reversing" is awkward. Notice the following construction which is structured in the same way as is option C.

"The widespread planting of trees would begin halting the buildup of carbon dioxide in the air"

It sounds awkward, doesnt it?

Pick A.

As to me, C is better than A.
'ways to begin to'in A is wordy and, in a sense, is confused.

this sentence says in non underline portion ->

Believe ..... Would -> WRONG at first place...!

(as i said believe.. will and believed .... would)

secondly , if we ignore this error (as this is not underline)

then C should be correct....

That Would... That Would Structure is being followed here in C option...

i knw it sound bit awkward.. but can't be rejected just on that ....

Need Experts Views...
