A vs C

C:
Cynics charge that Major League Baseball lobbied for stadiums that had fewer seats to reduce supply and increase ticket prices.
Here, had = past tense, sounds like, stadiums do not have fewer seats now. Changes meaning.

IMO - A

Here, the subclause Major League Baseball lobbied for stadiums with fewer seats contains the main verb "lobbied" followed by prepositional phrase "for stadiums with fewer seats" and does not need another "wordier" form of "had fewer seats".. Option C comparison the expression "to reduce supply and increase ticket prices" is concise enough and as such does not need any addition.[/b]

The other options are wrong as noted in the posts above.

In B, D and E, less is used incorrectly to refer to the countable noun seats. Eliminate B, D and E.

In C, that had fewer seats changes the intended meaning. Since had and lobbied are in the same tense, the implication is that the two actions happened contemporaneously: that the stadiums had fewer seats when Major League Baseball lobbied. The intended meaning of the sentence is that Major League Baseball wanted the stadiums -- in the future -- to have fewer seats. Eliminate C.

The correct answer is A.

Objects can possess things: My car has/had a powerfull motor. The stadium have/had many seats.

It's just a matter of meaning...
