The Emperor Augustus, it appears, commissioned an idealized sculpture portrait, the features of which are so unrealistic as to constitute what one scholar calls an "artificial face."
(A) so unrealistic as to constitute
(C) so unrealistic that they have constituted

Just by seeing this, I choose C because "So X that" idiom is generally used to express the extent. But this answer choice is wrong. Dont know y?

It is incorrect because it uses the present perfect form "have constituted", which is not the intended meaning. The non-underlined portion which uses "which are" tells us that the logical completion would be simple present tense. If the sentence said "that they constitute", it would be correct.
