Crowding on Mooreville's subway frequently leads to delays, because it is difficult for passengers to exit from the trains. Over the next ten years, the Mooreville Transit Authority projects that subway ridership will increase by 20 percent. The authority plans to increase the number of daily train trips by only 5 percent over the same period. Officials predict that this increase is sufficient to ensure that the incidence of delays due to crowding does not increase.

Which of the following, if true, provides the strongest grounds for the officials' prediction?
A. The population of Mooreville is not expected to increase significantly in the next ten years.
B. The Transit Authority also plans a 5 percent increase in the number of bus trips on routes that connect to subways.
C. The Transit Authority projects that the number of Mooreville residents who commute to work by automobile will increase in the next ten years.
D. Most of the projected increase in ridership is expected to occur in off-peak hours when trains now are sparsely used.

The correct answer is choice D.

Testluv,

What makes B incorrect. I mean get it that C is correct (after careful thought) but B is really enticing especially under time and pressure.

Actually, choice D (not C) is correct.

You gotta pay attention to the scope of the argument! The scope is crowding on subways. Choice B discusses buses that CONNECT to subways (not bus routes available in lieu of subways!). Thus, choice B is irrelevant for the purpose of determining whether the plan will help to alleviate crowding on subways.

...and if the OA is given as C, then I disagree with the OA. Choice C would have been correct had it used the word "proportion" instead of "number"....

No problem. Are you clear on why choice B is wrong? More importantly, would you be able to eliminate a choice like B in the future?!

I just need to put extra effort in focusing the scope and understand each choice through. I always make similar mistake when i get nervous under time pressure. I'm just too eager to save as many seconds as i can on CR and SC to invest in my RC. I guess i need to find ways to calm down....to reduce careless/overlook mistakes.
