Since the national post service in country X was privatized six months ago, delays in the delivery of mail has increased by 20%. To combat this problem, more sorting and delivering staff must be hired in the busiest regions of the country.

Which of the following if true casts the most doubt on the effectiveness of the solution proposed above?

a] The major cause of delays in the nation's busiest regions are bad weather and antiquated sorting equipment.

b] Since privatization began, the number of employees has increased by 25%.

c] Over 60% of the postal budget goes to pay salaries.

d] After a small post sorting facility doubled its staff, the number of delays
that were reported decreased by 50%.

e] Since privatization, the average length of delays in the nation's busiest regions has doubled.
The GMAT is indeed adaptable. Whenever I answer RC, it proficiently 'adapts' itself to mark my 'right' answer 'wrong'.

--- No matter how many ppl u hire, if weather is bad they cant go out and how many ppl u hire...when equipment is old...nobody can do nething..So, it casts doubt on the plan

Since privatization began, the number of employees has increased by 25%.- So wht hirin new staff can ease the things.

c] Over 60% of the postal budget goes to pay salaries. --- t.
Then...irrevalen
d] After a small post sorting facility doubled its staff, the number of delays
that were reported decreased by 50%. - So, gud thing, then they should hire more ppl for getting it down....as per plan ..so cast no doubt.

e] Since privatization, the average length of delays in the nation's busiest regions has doubled.-- not relavent
