Like is ruled out. So we are left it A C & E.

'To identify' sounds good. So left with A and C.
'To identify food allergies to milk' is more clear, pointing what items are allergic. SO the answer must be C.

IMO A

if the sense of "to" is "in order to", "for~" is not idimatically correct. So, I ruled out D and E.

"such as to" is not correct idiem either.

Therefore, between A and B, I chose A because of "such as".

"such as" is used to indicate examples while "like" is used to indicate similarity.
