why is e incorrect?

I think choice E uses infinitive (to measure) which alters the meaning.

Choice B is the correct

I see it as an idiom... you can say that someone has a skill IN something, not has a skill TO do something. Similarly, you can say that someone has precision IN something, not precision TO do something.

Not only at..but also at is the construction, so CD out. The skill and precision is plural so is in A is incorret.
About E, the skill and the precision...in measuring and not to measure make any sense. So The skill and precision to measure in E will be incorrect.
