A--this doesn't work because the second piece (fees would increase) does not follow from the first (costs have declined)

B--it is a cause and effect relationship, but the advocate is not arguing that it will hold true here.

C--it is a cause and effect relationship, and the advocate says it will not hold because of the second bolded portion. Good.

D--same problem as A. The first piece does not support the second.

E--the main position of the advocate is actually the sentence before the second bolded portion.
