I would go for C as well.

1. Clearly insufficient.

Say b=2, a=12. GCF is 2
Say b=5, a=18. GCF is 1.

2. No info about a. Insufficient.

Combined,
b could have nos 8, 16, 24, 32...
and a could have corresponding nos 24, 40, 56...
For every combination of a and b, GCF is 8.

IMO C

s1) insuff as for b=2 a=12 gcf=2
and for b=1 a=10 gcf=1

diff answers

s2) INSUFF AS a and b can have any value

combining
b=8K(from s2)
so a=2*8k+8=8*(2k+1)-----> gcf=8
hence suff
