Participle Vs Infinitive

Hi All,

Can someone please help me understand is it the case that:

Past/Past Perfect tense always follows infinitive.
e.g. Judge bonham denied to sign a document.

And Past Perfect continuous always follows participle
e.g. I have been working....

Or there are some exceptions to this rule....

i have seen couple of OG explanations mentioning the same....specifically the rule#1....is this rule always followed in GMAT ?
