D & E seem out of scope to me

B says telephone companies will have monopoly, which does strengthen the fear of CC

C says the cost of transmission does not increase a lot as more homes are added. So the more the number of homes the TC can add, the lower their costs will be, the higher they get paid and have monopoly.

A attacks the conclusion, by saying that the cost of re org will be so high that the TC will not venture into CTV. So the fears of CC do not hold good any more.

IMO A

because choice A weakens the statement of the cable operator that telephone companies require marginal increase in the cost to provide cable service.
