C should be the answer, and there is only one concept acting here :
Ram is good. "good" describe "Ram". So good is an adjective predicate, describing Ram.
The most frequently heard complaints --- are not same as insufficient training .....(noun predicate)or neither insufficient training.... (adjective predicate) describes "The most frequently heard complaints"
it should be "concern".
