Proposed - would AND Proposed Will

What is the difference between the two sentences:

The state has proposed new rules that would set minimum staffing levels for nurses, rules intended to ensure that at least one nurse is assigned for every four patients put through
triage in a hospital emergency room.

AND

The city has proposed a number of water treatment and conservation projects whose cost will raise water bills so high that environmentalists are beginning to raise alarms.

When we want to convey future with respect to past we use WOULD and when we are certain of the future result we use WILL. Both the above stated examples are correct but I am confused when to use would and when to use will. Pl provide your valuable inputs.

Please let me know if we already have a thread in place which can elaborate about the above mentioned usage of words.

Would can be used in the following scenarios.

1. Future from past.
2. Would rather than will us used when there is uncertainty of the future event.

I would buy a car. ( I am not sure whether i buy a car or not )
I will buy car. ( I am sure i will buy a car )

The only difference is that when you use a 'would', the certainity or the probability of that event happening definitely goes down...

That is the only difference...

Thanks a lot for the response guys. I am aware of the rules related to the usage of WOULD and WILL but I want to understand the usage of these words quoted in the examples given by me.

Should I simply say that the examples are correct as per GMAT and I shouldn't question these examples as they are officially right.

I want to understand the usage of these words quoted in the examples given by me.
When something is proposed then there can be uncertainty/certainty of how it will affect something. This uncertainty/certainty is dependent on this "something" that will be affected.
E.g. Mayor proposed a city reconstruction plan that will involve huge cost
Mayor proposed a city reconstruction plan that would increase the amount of traffic jam

Please post if you any SC question that tests this usage

In conventional English grammar there is nothing as future tense. Future tenses are modal auxiliaries - so is "will" and "would" - its probability indicator.

But in GMAT, tense should be consistent. So your first example is not likely to appear in GMAT SC, or else this won't be the only difference between the two answer choice. Sometime, the verb will automatically determine the modal as this ( a MGMAT SC example )

is it that "are considering" is uncertain and i.e. 'would' is correct

A & B are same only difference is of will and would. Since 'probably' mentioned in sentence depicts uncertainty, shouldn't we use would
