What is the difference between the two sentences:
The state has proposed new rules that would set minimum staffing levels for nurses, rules intended to ensure that at least one nurse is assigned for every four patients put through
triage in a hospital emergency room.
AND
The city has proposed a number of water treatment and conservation projects whose cost will raise water bills so high that environmentalists are beginning to raise alarms.
When we want to convey future with respect to past we use WOULD and when we are certain of the future result we use WILL. Both the above stated examples are correct but I am confused when to use would and when to use will. Pl provide your valuable inputs.
