I picked the OA with several points but I can't understand what is being modified by "to seek~" part.
In my understanding it is not used as adverb meaning "purpose" but use as a adjective to modify the first museum.
But, isn't it now modifying national museums?

Sorry for the late reply!I think "to seek" modifies the museum. It is the museum that is seeking grants/funds.
You can, for example never foretell what any one man will do, but you can say with precision what an average number will be up to!
