Modifying phrases vs. relative pronouns

Can anyone explain the difference between using a relative pronoun to modify something vs. using a modifying phrase. Is one preferred over the other ?

Eg. Juonita express, published in winnipeg, is a fantastic women's magazine.

vs.

Juonita express, which is published in winnipeg, is a fantastic women's magazine.

In this case they are interchangeable, you can use a relative clause and a present participle modifier this way:

The girl who is smoking hot is my girlfriend

The girl smoking hot is my girlfriend

The girl smoking hot is my girlfriend -> you mean:

The girl, smoking hot, is my girlfriend ? (I wish :) )

when you use COMMA, it becomes a non-essential information.

Since the GIRL is not defined before in the sentence, we need that as an ESSENTIAL information.

How about

The smoking hot girl is my girlfriend :-)
I guess this alters the meaning of the sentence
