At Shiprock, New Mexico, a perennially powerful girls' high school basketball team has become a path to college for some and a source of pride for a community where the household incomes of 49 percent of them are below the poverty level.

(A) where the household incomes of 49 percent of them are
(B) where they have 49 percent of the household incomes
(C) where 49 percent of the household incomes are
(D) which has 49 percent of the household incomes
(E) in which 49 percent of them have household incomes

Option A, B, and E have Pronoun issue. They or Them is not in agreement with the Singular Noun Community.

Between Option C and D I can hardly see any Grammatical Mistake, however, D gives a sense of Meaning distortion. The usage of WHICH refers to the community and it feels as if there are several communities in New Mexico and this particular community has 49% ... Where as the actual meaning of the sentence is to show that its a matter of Proud for the Community itself.

The usage of WHERE in option C refers to the place mentioned in the very beginning of the sentence.
