The discovery is a past event and "deserve" is a present event
It should have been deserved
In D, are deserving is unidiomatic and a present event.It is a problem because the debates took place in the past
They are deserving the award.
I ll go for E,The debates are in the present tense.

The use of present progressive is unwarranted.
