When to use being in GMAT?

I was stuck between B and D and went with B because of the being rule.

B - sentence fragement

Because introduces a dependent clause. What is the subject of verb 'does' in the sentence. It you say 'it is genetically engineered' is the subject of verb 'does' then we have a sentence with a dependent clause.
