This problem doesnt require much calculation.

30 mins to cycle from house to library. IS distance > 6 miles?
1 mile = 5280 feet
So 6 miles = 6*5280
For travelling this distance in 30 mins, speed required is:
6*5280/60*30 = 528/30 = 176/10 = 17.6 feet/sec

avg speed> 16 ft/sec
Doesnt tell if its greater than 17.6
INSUFF

avg speed less than 18feet/sec
Doesnt tell if its greater than 17.6
INSUFF

Combining:
16<Speed<18
Still we do not know if the speed is greater than 17.6

Hence INSUFF

pick E
