According to some analysts, whatever its merits, the proposal to tax away all capital gains on short-term investments would, if enacted, have a disastrous effect on Wall Street trading and employment.

(A) its merits, the proposal to tax
(B) its merits may be, the proposal of taxing
(C) its merits as a proposal, taxing
(D) the proposal’s merits, to tax
(E) the proposal’s merits are, taxing

(A) its merits, the proposal to tax ---sounds good to me
(B) its merits may be, the proposal of taxing ---wordy

(C) its merits as a proposal, taxing --contradicts with "if enacted"


(D) the proposal’s merits, to tax contradicts with "if enacted"

(E) the proposal’s merits are, taxing -contradicts with "if enacted"

After dropping the modifiers and extra stuff, the above sentence can be written in simple If-Then Clause as follows,

If the proposal to tax away all capital gains on shor-term investment enacted, it would have a disastrous effect on wall street trading and employment

So options C, d & E are gone because of missing 'proposal' as a subject... and b is wrong because of 'of taxing'

we are left with A

we need a clause after whatever, so a,c,d are wrong

"proposal" can not be "enacted"

so, E is right

Though not confident, I concur with duongthang....it should be E.

"According to some analysts, whatever its merits....." to me, this is vague as dont know what is antecedent of "it's"...and so, A, B, C are not right

Yes.. this had to be A

The words "if enacted" give the hint here that the word after merits or the object of analysts talk has to be the proposal.. so u can strike out c, d and e..
b is redundant.. we have used whatever and so there is no need for Maybe
also proposal to tax is idiomatic
