parliament did not accord full refugee benefits to tweleve of the recent immigrants because it beleived that to do it rewards them for entering the country illegally.

A. to do it reward
B.doing it rewards
C.to do this reward
D.doing so would reward
E. to do it would reward

why E is wrong and explain yr correct choice

"do it" is never right on GMAT. Always choose "do so".

As far as I know, yes.

I read this in MGMAT SC guide. You can check there and confirm whether they is any exception to this rule. I dont have the book with me right now.

discussion revolve around past event => would required => D vs E. In E 'it' does not hv a referent (by using 'it, sentence intends to mean 'accord full refugee benefits', bt unfortunately single word 'it' can't refer to this phrase...'so' does that easily.

A pronoun is used to replace a noun.

Answer choice E contains the pronoun it. On the GMAT -- and in the real world -- the pronoun it often is ambiguous.

If an answer choice contains a pronoun, and you don't know EXACTLY which noun is being replaced by the pronoun, eliminate the answer choice.

E is wrong because we don't know which noun is being replaced by the pronoun it. (The phrase do it is trying to stand in for accord full refugee benefits, but the pronoun it can't be used to stand in for the verb accord. A pronoun can replace only a noun.)
