why can't opening modifier modify the rise....

IMO the rise can be 26 barrels a year

The first part of the sentence is modifying something.

The rise in rate cannot be 26 million barrels... So the answer has to be A

Can you please tell why rise cannot be 26 billion barrels....

for e.g. 2000 consumption = 500 billions barrel a year.
2001 consumption = 526 billions barrel a year.

Here rise = 526 - 500 = 26 billions barrel a year.....

Can someone please tell what is wrong above....?

If it were describing the rate... the sentence should end per annum not annually.

IMO per annum and annually both are one and same thing....

can you please tell what is the diff....to me both sound same :-(
