The most important clue is the evenly spaced sentence in the question. If you know the length of one interval you can find out y.

Statement 1
if x = 1/2 we know that each interval = 1/2 divided by 3 = 1/6
If we know each interval space we can easily find out y. (no need to calculate)

SUFFICIENT

Statement 2
y-x = 2/3

We are given that the distance between the 2 points which are constituted by 4 equal intervals.

Length of each interval = 2/3 divided by 4 = 2/12

Hence sufficient.

D should be the answer

PS If you really want to know y = 7/6
