Try to attack on it.

[ 3 - (-2) ] / [ 3 + (-2) ] = 5 which is > 1

[ 3 - (-5) ] / [ 3 + (-5) ] = -4 which is < 1

x and y both satisfy but we got different result.

(x-y)/(x+y) >1

equivalent to (x-y)/(x+y) -1 >0

equivalent to (-2y)/(x+y) >0

(1), x>0. We can't determine signs of (-2y) and (x+y)
Hence, Insufficient.

(2), y<0 => (-2y)>0, but we can't decide sign of (x+y)
Insufficient.

(1)&(2) the same situation as (2)
Insufficient.
