(B) not all their members meet the live-year

(C) all their members have not met the requirement
for a live-year residency
(D) not all their members have resided for live years,
a requirement
(E) all their members have not resided for live years,
as required

why is ans 'b' and not 'a'

A changes the intended meaning of the sentence.
A indicates that each n every member of all the families doesnot meet the live-year residency requirement .
whereas here the author wants to indicate that some of members fulfill the requirement n some dont.


hence IMO B.
