whenever statment does something with aim of achieving something...in short, has a purpose, we need our friend "To"

eliminate all but B, C


B-Incorrect Idiom

As many as

Also, as per me ..only "more than" in the stem is sufficient.. as many is ...just a crap so that we can only focus on the idioms

But "(C) to monitor changes in the populations of more than 250 birds species" implies that number of birds cannot be 250 species.

But the original sentence implies the number of species could be just 250 species.

" that " illogically refers to established routes ( seems routes are monitoring the changes)

" that " illogically refers to established routes

I dont think so.. How can we say x>200 is same as x>=200 ?
Just because this appears in verbal section , doesnt mean that we have to compromise on the basic inequalities !!

I eliminated the answer choice C because it ignores 200 case
