Thier is referring to monkfish because it is the nearest noun. The grammar definition of pronoun usage says 'pronoun referes to nearest reasonable noun'

The link above suggests that MONKFISH is Plural ( in general FISH is plural)

....what about the word DATA ? InGMAT land if we encounter a sentence having DATA -- will it be singular or plural
I believe DATUM (singular of DATA) is seldom used today !!

If the sentence were structured a bit differently from how it is, unlike could work. What's necessary is for the comparison to make sense. Regulations would have to be unlike other regulations, or fish would have to be unlike other fish.

Here's an example.

Unlike cod and haddock populations, monkfish populations are not protected via legal limits on fishing, a circumstance that contributes to ...

Thanks Marty. I think the only correct use of unlike for comparison is "Unlike A, B", where both A and B are nouns. Is that correct?

While if we were to think about it long enough we might find some constructions in which somehow unlike is used in a comparison that is not exactly comparing two nouns, yes, what you said is basically correct and may actually be 100% correct, especially in the context of the GMAT.

I agree, this is the best answer choice and it also provides a correct and logical comparison
