Exactly ! D actually strengthens the argument by saying that because of the pollution act businesses left the state and that is the reason why pollution level came down.

The conclusion is about the decline in pollution.
The correct answer will break the link between business and pollution: it will show that the business decline was NOT responsible for the decline in pollution.
Answer choice C does just what we need: Of the businesses that ceased operating in the state during the last ten years, only 5 percent were engaged in air-polluting industries. This answer breaks the link between business and pollution. Given that only 10% of businesses are no longer operating, if only 5% of these were causing air pollution, then only (5/100)(10/100) = .5% were linked to pollution, breaking the connection between business and pollution.
The correct answer is C.
Answer choice D -- which says that several large corporations left...to avoid compliance with the Clean Air Act -- seems to make the link between business and pollution. The correct answer must clearly BREAK the link between business and pollution.
