1) If K and M are positive integer and smaller than 1. it does not give any information
about which one is greater than another. so "NOT Sufficient".
2) if m/k < 1. then m/k can be -2.( if one out of them is negative then
the fraction will give negative value), then k/m = -1/2, which is still less than 1.
So, "NOT Sufficient".
