GMAT prep

this question has been discussed for a number of time, however in none of them any expert has commented anything
if someone has the link where expert like ron,stacey,testluv has commented then pls pm me.
i am confused how which is not reffering to nearest noun it is attched to.
is there any exception to this rule.

how i approached the above question
I eliminated d and E based on violation of which rule.
and then B and C for not being llel( begin and end)
left with A , however i was not satisfied with the use of outnumbering i opted for A , being sure of my elimination
But was surprised by OA
what to do in such situation

The nearest noun that "which" is attached to is "a person". Which cannot refer to a person. That's why which refers to the letters.

I would do like this:

"outnumber should be used instead of " outnumbering:

So we are left with B & E.

As u rightly said ...quote : "then B and C for not being llel( begin and end)"...

So we are left with E.

Since "which" does not create ambiguity i its meaning we can click E..
