Traditional bullet-proof vests

Unlike traditional bullet-proof vests, which can prevent serious injury, but which cannot prevent the wearer being knocked over by the impact, new vest designs are being developed in the United States where bullets bounce off.

A. new vest designs are being developed in the United States where bullets bounce off
B. new vest designs, where bullets bounce off, are being developed in the United States
C. the United States is developing new vests, designed to make bullets bounce off
D. new vests, designed to make bullets bounce off, are being developed in the United States
E. new vests, where bullets bounce off, are being developed in the United States

i don't like this part of the other choices - "where bullets bounce off"... doesn't "where" refer to a location?

IMO C as in Gmat always Active voice is preferred over Passive voice. And if you read it in reverse direction, it does make sense as compared to others.
e.g

"The United States is developing new vests, designed to make bullets bounce off unlike traditional bullet-proof vests, which can prevent serious injury, but which cannot prevent the wearer being knocked over by the impact."

does make sense and we are using active voice rather than passive voice.

We are comparing traditional bullet proof vests with new ones. hence A , B and C are out.

In E where seems to modify vests . which is incorrect.

Hence , i'd go with D . though its wordier.

Can we have the OA's please.
