Some analysts warn that, if the projected expenditures for the social security administration over the next ten years prove to be accurate, the entire social security system will have been and will continue to be in danger of failing.

(A) will have been and will continue to be
(B) has been and will continue to be
(C) will continue, as it already has begun to be
(D) would continue to be
(E) will continue to be

OA: [spoiler]E. What is wrong with D? It's a prediction, the outcome of which is not certain, so can't it be would?[/spoiler]

Here is the trick

If... then" sentences are known as conditional statements. When a conditional "if... then" situation uses a past tense verb in the "if" condition, we use wouldand When an "if... then" situation uses a present tense verb in the "if" condition, use will .

would is the past form of will and the sentence requires future tense i.e will........ would is used when we are refering to something in the earlier past and after that earlier past something happens in immediate past
