Dear Abhinav,
Without knowing your GMAT score, it is hard to say whether or not you will be competitive at your target schools. In addition to having a high GMAT, your application must provide a compelling case for admission and convey a solid rationale for going to business school in relation to your past experience and future career goals. As such, your essays, recommendations, and interviews are critical to the ultimate decision. You are targeting the most selective MBA programs, so you might consider adding a few safety options to your list for a backup plan.
As for the PGDM, you need to clarify your eligibility with each of your target schools. There might be some that will allow you to apply, but there could be some that do not. It would be a waste if you spent time and money on an application and then found out you are not eligible. In the event you are eligible to apply, then you will want to explicitly address why you want a MBA in addition to the PGDM.

I have already made a list of universities which do not allow people with an MBA degree to apply. It is:
Duke University (Fuqua) (NC)
University of California–Berkeley (Haas)
Dartmouth College (Tuck) (NH)
University of California–Los Angeles (Anderson)
Cornell University (Johnson) (NY)
Carnegie Mellon University (PA)
The institutes which allow such applications are:
Harvard University (MA)
Stanford University (CA)
University of Pennsylvania (Wharton)
Massachusetts Institute of Technology (Sloan)
Northwestern University (Kellogg) (IL)
Columbia University (NY)
University of Chicago
University of Michigan–Ann Arbor
University of Virginia (Darden)
New York University (Stern)
Yale University (CT)
University of North Carolina–Chapel Hill (Kenan-Flagler)
University of Texas–Austin
There are a lot of people with PGDM from IIMs, XLRI and FMS (some of the top indian management institutes) who go for a second degree.
I think it will be a good idea for me to give my GMAT first and then speak with you again next year.
