$B(x, 4)$; we have to find out $x$.

Statement 1. $\frac{1}{2}*5*x=30$; so we can find out the value of $x$. Sufficient.

Statement 2. Distance between $(-3, -1)$ and $(x, 4)$ is $13$ so we will be able to find out the value of $x$. Sufficient.

Hence, the correct answer is __D__
