Growing evidence that coastal erosion occurs continuously, not in just such calamitous bursts like hurricanes, has led scientists and planners to urge a stringent new approach to limiting development along the nation's shoreline.

[a] coastal erosion occurs continuously, not in just such calamitous bursts like hurricanes, has
[b] coastal erosion occurs continuously, not just in calamitous bursts such as hurricanes, has
[c] coastal erosion is continuously occurring, not in just calamitous bursts like hurricanes, having
[d] there is continuous coastal erosion, not just in calamitous bursts such as hurricanes, which has
[e] there is continuous coastal erosion occurring, not in just such calamitous bursts like hurricanes, has

My answer was a but correct answer is b. Can you explain when to use not in just vs not just in?

'Such as' is used to provide examples -- this is what the intended meaning of the sentece is .. whereas 'Like' is used to do comparision

Look at the difference -

A)not in just such calamitous bursts like hurricanes -- Awkward + usage of Like
B)not just in calamitous bursts such as hurricanes -- maintains the meaning and correctly uses 'Such as'

[e] there is continuous coastal erosion occurring, not in just such calamitous bursts like hurricanes, has

I think we can solve this without 'not in just' and 'not just in'. I am not really sure whether it changes the meaning I didnt feel so.

'like' is not used for examples 'such as' is used . This leaves B and D
D- which doesnot refer 'Growing evidence' but it seems to refer to hurricanes
as there is verb between 'Growing evidence' and 'which'
This leaves B

[a] coastal erosion occurs continuously, not in just such calamitous bursts like hurricanes, has -- it should be such.. as.. not such.. like..
coastal erosion occurs continuously, not just in calamitous bursts such as hurricanes, has - seems fine
[c] coastal erosion is continuously occurring, not in just calamitous bursts like hurricanes, having -- examples should be preceded by "such as" not "like".. "like" should be used in comparison of nouns.
[d] there is continuous coastal erosion, not just in calamitous bursts such as hurricanes, which has -- wordy.. which modifies hurricanes not erosion
[e] there is continuous coastal erosion occurring, not in just such calamitous bursts like hurricanes, has - -wrong

When facing any problem, if you does not sure about the rule of one split. You can move on other splits. Furthermore, you should find the 2-3 split rather than 1-4 split, which is very temperate. In this sentence. The 2-3 split is "such as" vs "like", such as wins. Between B and D. Usage of "there is" in choice D change meaning; also, "which" decay the intending main verb "led" to main subject "growing evidence".
