Plastic bags CR: Doubt with OA

Attached is the question I got from my Veritas Prep Test. The OA given is A. I have my doubts on the answer.

As per the argument, a tax on disposable plastic bags should be implemented as this will have a desired effect of reducing the number of plastic bags being discarded.

A: This compares a similar tax in Europe. What has worked in Europe might not work in the US.

B: This choice shows that given a financial incentive people are willing to reduce the number of bags that they discard. I think this would strengthen the argument, as people are ready to earn or save money (showing financial incentive) by reusing the bag and hence reducing degradation.

A shows evidence that a similar plan worked as intended. While it is in a different market (Europe), it is a precedent that shows the plan could be successful.

B doesn't work because the relative ineffectiveness of a different plan (a small credit for reusing bags) has no relevance to the success or failure of the plan being discussed (the tax).
