Ambiguous Reference

After bounty hunters turn over the captives to authorities, they often are denied due process of law.

a)After bounty hunters turn over the captives to authorities, they often are denied due process of law.
b)The authorities often deny captives due process of law after bounty hunters turn the captives over to the authorities.
c)A captive, when turned over by bounty hunters to the authorities, is often denied process of law.
d) The bounty hunters turn the captives and are often due to process of law.
e) after turning over bounty hunter's captives to authorities, they are denied process of law.

This is from Master the GMAT - Peterson's
The answer for this is B.
I had a confusion between B and C while answering. Can anybody say why the answer is B and not C?

the only contenders are B and C
In C the s/c is passive and the meaning is altered it seems as if bounty hunters together caputred only one captive
However B is not having any error
A) ambiguity in pronoun ref
D) meaning altered
E) lack of ref for they

B is correct as mentioned above

C is incorrect because "A captive...turned over?? and another minor difference... (due) process of law[/b]

to add to VikingWarrior's suggestion, (C) is also incorrect in that it SHOULD read as follows: 'A captive, when turned over to the authorities by bounty hunters, is often denied process of law.'
