(B), like (D), shows that overcrowding doesn't always lead to lower reading scores, but as my above post discusses, this is not actually a weakener, because it only argues that overcrowding may be insufficient to cause lower reading scores. Only (E) presents evidence that, in fact, reading scores may be low without overcrowding, and thus overcrowding is not a necessary condition, thus refuting the Causation.
