Which one is right, the issues does not pertain to just about... or the issues do not pertain to ...?

I will go with "the issues do not pertain."

But I also feel the context is also important in determining correctness of any word/phrase.

While "the issue does not" is correct.

It is issue vs issues.

You can, for example never foretell what any one man will do, but you can say with precision what an average number will be up to!
