OA E.My method is as below:

I could find multiple 3/2 splits here.

"Assuming the average" and "Using the average"

"and assuming that people" and "and the assumption that people"

"estimated that the search engine might be worth $300 annually to the average worker" and "estimated the search engine's worth might be $300 annually to the average worker"

So "estimated the search engine's worth might be(wrong) to be(correct) $300 annually to the average worker" needs "to be"



A and B are out.

In option E "and assuming that people" is correct usage when compared with C and D.

Further the analyst estimated something using something not assuming something.

I have a query though:

The "when" in bold plays a role of...? here (I have seen "when" to be used to refer to time)
Also can't somebody assume something and then estimate?
You can, for example never foretell what any one man will do, but you can say with precision what an average number will be up to!
