4. Biologists believe that they have found one of the substances that tell individual genes both when to become active and when to remain quiescent in the earliest phases of an embryo's development.

(A) tell individual genes both when to become active and when to remain

(B) tell individual genes both at which time they should become active and should remain

(C) tells individual genes both when to become active and when to remain

(D) tells individual genes both when to activate and when to

A,B and E are out - one of the substances should use singular verb - tells

Now its b/w C and D - Idiom ( both X and Y ) and X and Y should be ||el

C :- X-when to become active, Y - when to remain quiescent ( Both Active and Quiescent are Adjective) - Correct
D :- X-when to activate, Y - when to quiescent ( activate is a verb while quiescent is adjective ) - Wrong

IMO A is correct as its of type one of the x's that/who <plural> , -----> tell is the correct verb

for ref i have collected this from the forum
1) ONE OF THE X'S THAT/WHO<PLURAL>
2) ONE OF THE X'S <SINGULAR>
3)ONLY ONE OF THE X'S <SINGULAR>
4)ONLY ONE OF THE X'S THAT/WHO <PLURAL>
5) "THE" ONLY ONE OF THE X'S<SINGULAR>

thephoenix has correctly pointed out my mistake..I just forgot !!

Rule : when 'one of' is present in a sentence, then always consider Noun/Pronoun coming after 'OF' as the Antecedent and use 'Verb' accordingly.

I think this is the only one rule, not sure abt the 5 rules posted below,

Example - He remains one of those who have set standards for English.... ( T.S. ELIOT )

Hey, what could be the example for, 2) ONE OF THE X'S <SINGULAR>

eg one of the birds flies over the house; the other one flies past it
