Q25. Based on accounts of various ancient writers, scholars have painted a sketchy picture of the activities of all female cult that, perhaps as early as the sixth century B.C, worshipped a goddess known in Latin as Bona Dea, "the good goddess".

(A) Based on accounts of various ancient writers,
(B) Basing it on various ancient writers' accounts,
(C) With accounts of various ancient writers used for a basis,
(D) By the accounts of various ancient writers they used,
(E) Using accounts of various ancient writers,

The right answer is (E). However i selected (A) because in my opinion underlined phrase is a modifier that functions as an adjective to describe a noun that immediately follows it (scholars)

Please clear this confusion

A is nonsensical because "scholars" aren't based on accounts of various ancient writers.

For example, a book is based on accounts of various ancient writers, or a story...but not scholars.

"Based on accounts of various ancient writers, a book was published by the scholars." could work.

Thanks for your reply. As you said that "scholars" aren't based on accounts of various ancient writers. But if it was a book or a story then this could have worked. I have same confusion in one more question:-

Q. Based on the recent decline in enrollment, the admissions office decided to reevaluate its recruitment strategies.

I came across this question when i was reading modifiers from MGMAT S.C 4th edition so don't have options but i was confused on this question. I hope the same logic will be applied for this question.

Answer in the book: Because of the recent decline in enrollment, the admissions office decided to reevaluate its recruitment strategies.
