Why E instead of B? This due to the fact that the second portion is a new thought and not and continuing thought? Thanks.

A - combining :- present continuous tense is incorrect.
B - when is redundant.
C - it doesnt have a single antecedant.
D - which is redundant n make should be in past tense.

Hence IMO E is correct.
