Don't create the problem

Hi Friends,

I am having difficulty in understanding the following problem. Please help.

Parent: The city education department is unable to distinguish between annoyances and important problems. For instance, prohibiting students from having cell phones is an overreaction. If a student uses one and thus interferes with instruction, confiscate it. All in all, we need educational leadership that can solve problems, not create them.
Which of the following is an assumption made by the parent?

"¢ Students having cell phones does not constitute an important problem for the city schools.
"¢ Students have no need for cell phones in school.
"¢ Faculty and staff should be allowed to possess cell phones.
"¢ Students need to have cell phones because some of them have no stay-at-home parent.
"¢ An interest in solving problems is the most important attribute of an educational leader.

OA is A. I want to know why option E is incorrect as it talks about a valid goal.

So, basically the parent is of the opinion that cell phone should be there with kids, but if they use it against the stated instructions, then confiscate it.

Option B - Students have no need for cell phones in school.

This is not an assumption in the parent's argument. Because the parent does say that the kids should "keep" the phone, but not "use" it.

let's look at the passage: Parent: The city education department is unable to distinguish between annoyances and important problems. Okay, so E says - An interest in solving problems is the most important attribute of an educational leader.

The conclusion might point towards it, but an assumption has to be something that is ALWAYS true. But nothing in the passage suggests that the parent's assumption is " An interest in solving problems is the most important attribute of an educational leader. "

So this is not the assumption.
