Should be A. Comma followed by BUT should joint two complete sentences. The underline portion should be a complete sentence. Only A fits the rule.

Yep its A:

A. when locusts are placed with others of their species, --->CORRECT
B. when placing them with others of their species, then---->When followed by ing form is rarely correct in GMAT unless its a Gerund
C. locusts, when placed with others of their species,------->locusts is modified by "when.." but after that they comes into picture.
D. placing them with others of their species,--------------->use of "Placing" makes they redundant.
E. placed with others of their species, then---------------->placed doesn't seem proper after but
