Answer: C
Reason:
1) A: Reorganization didn't happen so that they can decide. It happens because of that decision."For Deciding"
is implying that they reorganize so that they can decide.
2) B: "Decision to sell" is a correct idiom.
4) and 5) have nonsensically used -ing form for the past tense.
