I would agree to this statement. Any more explanations why choice A cannot be correct?
It means that tires are attached to your body.
My hands, my tires.

There is connecting thing between you and tires and to make statement more clear you need to make reference to that thing.

A is somewhat awkard. "waste up to five percent of car fuel by underinflation". It seems to suggest that the car fuel is by underinflation. This sentence would have been better like
"Car owners who inflate their tires properly can
substantially boost their vehicles' fuel efficiency, since the increase in car-road friction caused by underinflation can waste up to five percent of car fuel."

IMO B.

(A) Car owners who inflate their tires properly can substantially boost their vehicles' fuel efficiency, since the increase in car-road friction can waste up to five percent of car fuel by underinflation.

This is seeming like.. 'Increase in friction can waste fuel by underinflation'...

Can it be better rephrased as something like 'Underinflation increases friction that can cause fuel wastage' ?

Just another reason I felt that can weaken A....

A) inflate car's or owner's tires??:)
C) awkward
D)The proper inflation of tires by car owners- what tires?? any tire in the garage?

E)when the tires are underinflated---- when should be used to suggest time.

in a -- it appears as if underinflation it self is reducing the fuel efficiency...it is not the under inflation but increased road tire friction that reduces efficiency....

by efficiency at the end is not making sense
