Intended meaning: law require people to bring ID to curb fraud (note, sentence does not intend to say that Law require people to bring ID when they vote to curb....ie vote to curb fraud. See the difference in meanig)

(A) places when they vote to curb potential fraud
What does TO CURB modify - It modifies VOTE here, meaning people vote to curb
(B) places when they vote, to curb potential fraud
What does TO CURB modify - It can modify either VOTE or REQUIRE here
(C) places, when they vote to curb potential fraud
What does TO CURB modify - It modifies VOTE here, meaning people vote to curb
(D) places, when they vote, to curb potential fraud
Since WHEN THEY VOTE is within comma, TO CURB refers to REQUIRE and correctly communicates the intended meaning.
(E) places, to curb potential fraud by voting
changes the meaning by saying that people have been asked to bring ID to curb fraud by voting. That is, BY VOTING people would be able to curb fraud!!

Guys. I think its a meaning question and B is the only one that makes sense by placing the comma at the right place separating the two clauses. The two clauses meaning,

A. They need to bring photo id to vote
B. , the reason why they need to bring the photo id.

Is the original answer "B"?

IMO B.

Pure meaning. The main clause states what the law asks us to do followed by its outcome.
Getting defeated is just a temporary notion, giving it up is what makes it permanent.
