"in addition" correctly modifies the meaning.
D is wrong becaise it uses "were".."that were requested last July" it should be was as it refer to increase

My take is 'E'

In the sentence above.... IN ADDITION is the correct idiom and not 'ADDED TO' . So answer choices (A) (B) & (C) can be eliminated.

As for 'D' 'increase in hourly wages' is incorrect. It should be 'increase in hourly wage' because 'increase' is singular.
